International Support and Monitoring
The United States and France have pledged to provide resources to the Lebanese army, including manpower, equipment, and training. Western nations view the ceasefire as an opportunity for Lebanon to assert control over its entire territory and diminish Hezbollah’s influence.
An enhanced Tripartite Mechanism, involving the US, France, UNIFIL, the Israeli military, and the Lebanese army, will monitor the agreement’s implementation. The US will chair this mechanism, ensuring compliance from both sides through real-time communication and enforcement.
Challenges and Uncertainties
Despite the agreement’s potential, several challenges threaten its success:
- Hezbollah’s Compliance: Doubts remain about Hezbollah’s willingness to fully disarm and retreat. The group has long been entrenched in southern Lebanon and built extensive military infrastructure in the area.
- Lebanese Army Resources: The Lebanese military has expressed concerns about its ability to fulfill its obligations due to limited funding, equipment, and manpower. International assistance will be critical in addressing these gaps.
- Sectarian Divisions: Deep-seated sectarian tensions in Lebanon could complicate efforts to enforce the ceasefire. The army’s intervention against Hezbollah, a powerful Shiite faction, risks inflaming internal divisions.
Reactions to the Agreement
Israeli Perspective:
Prime Minister Benjamin Netanyahu has emphasized Israel’s right to self-defense, warning that any violation of the agreement by Hezbollah will prompt a strong response. “If Hezbollah violates the agreement and tries to arm itself, we will attack. If it launches a rocket or rebuilds its terrorist infrastructure, we will attack,” Netanyahu asserted.
Lebanese Government’s View:
Lebanon opposes any breaches of its sovereignty, signaling potential friction if Israel interprets the agreement’s terms as overly permissive of military action.
Hezbollah’s Recent Actions:
Throughout the conflict, Hezbollah has launched thousands of rockets, missiles, and drones into Israeli territory. This history raises questions about the group’s long-term intentions and commitment to peace.
The Path Ahead
While the ceasefire agreement offers hope for an end to hostilities, its success depends on the willingness of both parties to honor their commitments. With the US and France providing oversight and resources, there is cautious optimism for progress. However, the region’s complex dynamics, including Hezbollah’s role and the Lebanese army’s capacity, will play a decisive role in determining whether this agreement can achieve lasting peace.
For now, the ceasefire is a significant step forward, but much work remains to secure a stable and peaceful future in the region.
